District 82 – 2018-2019 – Call for Nominations

My Dear Toastmasters,

It is the time to receive nominations for the new District Leadership of District 82, for the next term of Toastmasters year 2018 – 2019. The terms of all district officers shall commence at 12:01 a.m. on July 1, 2018 and end on the following June 30, at midnight.

It is an honor and my privilege to serve you again as the Chairman of District Leadership Committee (DLC) previously called the Nominating Committee. The appointment was done by District Director DTM Ajantha Jayawardena, and was ratified by the District Council at the Business Meeting held at Reverberations 2017 in Chennai on the 30th November 2017.

Consequently, the selection of DLC members are conducted as per Protocol 9.0 and the DLC shall governed by Article XI, Section (b) of the District Administrative Bylaws. Further the DLC shall ensure that each candidate meets the candidate qualifications defined in Article VII, Section (d) of the District Administrative Bylaws.

ELECTED LEADER POSITIONS

All positions must be held by a member in good standing of a Toastmasters club in good standing.

Accordingly, the District 82 calls for nominations for the following elected leader positions, for the year commencing from 1st July 2018 to 30th June 2019.

  • DISTRICT DIRECTOR.
  • PROGRAM QUALITY DIRECTOR.
  • CLUB GROWTH DIRECTOR.
  • DIVISION DIRECTOR – for Divisions A, B, C, D, E, F, G, H, I, J, K, L

However, in a situation where the Toastmasters International approves the Reformation Proposal of the District 82 as deliberated and ratified to present to TMI at the last business meeting of the District Council held at Reverberation 2017, I shall be calling nominations again for the officers of Program Quality Director and the Club Growth Director for respective districts.

I kindly request you to read the following information carefully and understand them prior to sending self-nomination or if you are nominating another member. If you have any questions, please email me for a clarification.

Candidates Eligibility

It is your responsibility to verify that prospective candidate(s) you wish to nominate meet eligibility requirements as defined in Article VII, Section (d) of the District Administrative Bylaws. The district leader qualifications for each office in brief (for more details, read the attached “call for Nominations” PDF), are as follows:

  1. At the time of taking office, the district director shall have served at least six consecutive months as a club president and at least 12 consecutive months as a program quality director, club growth director(even as a past lieutenant governor of Education and Training or Marketing ) or division director or a combination thereof.
  2. At the time of taking office, the program quality director and club growth director shall have served at least six consecutive months as club president and at least 12 consecutive months as a program quality director, a club growth director (even as a past lieutenant governor of Education and Training or Marketing), a division director (governor) or an area director (governor) or a combination thereof.
  3. At the time of taking office, the division directors shall have served at least six consecutive months as members of a district council.
  4. Insofar as practicable, the area directors shall have served as members of a district council.

All district officers must be active individual members of member clubs and must be in good standing with Toastmasters International under Article III, Section 8 of the Bylaws of Toastmasters International.

 I hereby invite all toastmasters who are interested and fully committed to serve our membership as district officers to send in their nominations to me. Either self-nominations or a nomination from a fellow good standing member is accepted. The nomination procedure of candidates to run for any of the said Elected Leader Position is given below.

NOMINATION PROCEDURE OF CANDIDATES

A. Who can Nominate

Any Member in Good Standing of a Club in Good Standing can nominate them-self or a fellow Good Standing Member (with their consent) for any Position that they are eligible to stand for.

B. How do you nominate yourself?

  1. Read Through the attachment – “Call for Nominations” – Have a thorough understanding of the role & responsibilities and verify your eligibility for the respective position
  2. Fill out the District Leader Nominating Form
  3. Fill out the Candidate Application (to be filled only by the Candidate)
  4. Fill Out the Officer Agreement & Release Statement &  the District Officer Biographical Information Form  (to be filled only by the Candidate)
  5. Send your Nomination email to  liyanagesudash@gmail.comwith the duly filled forms namely; District Leader Nominating Form, Candidate Application, Officer Agreement & Release Form as attachments.

C. How do you Nominate Someone else?

  1. Read Through the attachment -– “Call for Nominations” – Have a thorough understanding of the role & responsibilities and verify that the member you wish to nominate is eligible for the respective position.
  2. Fill out the District Leader Nominating Form (with the candidate’s consent)
  3. Send your Nomination email to liyanagesudash@gmail.com by attaching the duly filled form namely – District Leader Nominating Form (Also please  Mark a copy to the candidate alone)

Ask your candidate to send a separate email to liyanagesudash@gmail.com with the following (no copies to be marked to anyone)

  1. Fill out the Candidate Application (to be filled only by the Candidate)
  2. Fill Out the Officer Agreement & Release Statement & the District Officer Biographical Information Form  (to be filled only by the Candidate)
  3. Candidate to send an email to liyanagesudash@gmail.comwith the duly filled forms namely – Candidate Application & Officer Agreement & Release Form as attachments

D. Nomination Period

 Nominations open from 07th January 2017 and closes on 31st January 2018

 Any Nomination that is incomplete and does not accompany the duly filled forms or that has not reached before the Mid Night of 31st January 2018 will be treated as Void.

Please note the last date for submitting nominations is 31st January 2018(Mid Night- IST).

 E. Final results

The Nominations Slate finalized by the District Leadership Committee will be announced once the “Candidate Assessment & Selection Process” is complete and according to the DLC time lines given below

Candidate Assessment and Selection Process

  1. The DLC interviews and evaluates all known candidates for each elected position. Candidates are evaluated using the Candidate Evaluation and District Officer Competencies documents. The chair provides these documents to the DLC members.
  2. All candidates are interviewed by at least two committee members jointly or individually.
  3. The DLC members, including the chair:
    I.   Have equal opportunity to express their perspectives during candidate-selection deliberations.
    II.  Exercise independent judgment during the selection process.
    III. Consider the experience, abilities, and qualifications of each candidate.
    IV.  Keep in mind the best interests of Toastmasters International, its member clubs, individual members and the
    district.
    V.   Take into consideration all candidates for each district office.
  4. The DLC chair casts his or her vote along with the other members of the committee for each nomination, but does not attempt to influence the other members of the committee.
  5. Committee members cast their votes in written form, and the committee nominates one or two candidates each for the offices of district director and program quality director, and one or more candidates for the office of club growth director and all other elective district offices.
  6. To be nominated, a candidate must receive a majority vote of the DLC.
  7. DLC deliberations and votes are confidential and may be shared only with the district director, World Headquarters, and the Toastmasters International Board of Directors.

Nomination Results

A. The reporting of committee results is governed by Article XI, Section (b) of the District Administrative Bylaws.

B. The committee report, distributed to the district council, includes the Candidate Biography Form for each candidate.

C. The committee chair or the district director notifies nominated candidates and reconfirms their willingness to be
nominated and their commitment to fulfill the duties of office.

D. The committee chair or district director notifies candidates who were not nominated and advises them of their eligibility
to seek office as floor candidates.

Announcement of Candidacy

A. Members, including current members of the district executive committee, may self-nominate for district office, be sought
out by the DLC, or be nominated by an individual paid member.

B. Floor candidates have the same opportunities and responsibilities as nominated candidates unless otherwise noted.

C. To be nominated, elected or appointed, or run from the floor for any district officer position, candidates must:

I.  Sign the Toastmasters International Officer Agreement and Release Statement.

II. Submit a completed Candidate Biography Form and photograph.

D.  All signed forms from elected or appointed leaders must be submitted to World Headquarters as soon as practicable
after the elections but no later than July 15.

DLC Timeline

January 31            

Deadline for candidates to declare the intent to run.

 February 01 – March 15

 Candidates are interviewed by the DLC and DLC members vote in writing

 March 15 – June 1             

 District council annual meetings occur (actual date will be announced by the district).

 Six weeks prior to election date   

 DLC notifies District Director of nominated candidates

 Four weeks prior to the election date          

DLC publishes nominations on District website.

Floor candidates may declare their intent to run after the DLC results have been announced.

Deadline to submit Officer Agreement and Release Statements and District Leader rosters to World Headquarters.

Special Notes:

  • Kindly note that campaign communication by candidates who intent to run for any post MUST adhere to the Protocol 9.0- District Campaigns and Elections and 9.0.6. – Campaign Communications.
  • Accordingly, The District Director may provide contact information of the district council to the candidate, ONLY after receiving their Officer Agreement and Release Statement. Further, District candidates shall only send two campaign communicationsand these communications may only be sent to members of the district council as per following intervals;
    • The first communication may be sent between January 1 and March 31.
    • The second communication may be sent between the announcement of the DLC results and the district council’s annual meeting.
  • I shall send a complete guide on Campaigns and Elections, when I acknowledge the nominations of Individuals via e-mail. This is to make sure that we have a fair and professional district leader election process that will upheld the Values of Toastmasters.
